Place the water and cauliflower in a large pot over high heat on the stove. Keep the cauliflower inside the pot until it cooks through and you can stick a fork through it.
Remove the cauliflower from the pot and strain in a collander to dry. Let stand for about 10 minutes.
Place the cauliflower in a blender and blend on high until it is shredded into little pieces.
Once dry, wrap the cauliflower in cheesecloth and squeeze out any additional liquid.
