Heat a skillet over medium-high heat. Spray with cooking spray. Add all of the vegetables, and toss with salt and pepper. Once the vegetables are mostly cooked, add the shrimp and sauté until mostly cooked.
Pre-heat the oven to 400°F (204°C). Spray a baking sheet with cooking spray, and then lay the tilapia flat on the baking sheet.
Pour lemon juice and zest over the fillets.
Transfer the sautéed vegetables and shrimp to the top of the tilapia filets.
Place all in the oven for 8-12 minutes, or until the tilapia is fully cooked.
Remove the fish and vegetables from the oven, and plate and serve. Enjoy!
